Maybe I'm too simplistic. Let's use a trade union for example negotiating regarding a pay rise. For them to be told that they must remove not having a pay rise from the table. It's just not logical. The pay rise is the preferred option, but if talks come to stalemate the only outcome can be no pay rise. Similarly with this. The talks are regarding a deal that suits everyone, not easy. So similarly, if the "trade unions" (govt and EU) are unable to reach an agreement then as above the logical outcome would be "no pay rise" or deal in this case. It's absurd to expect a negotiator to remove a bargaining chip from a negotiation.
